Boari studied at the University of Ferrara and at the University of Bologna, where he graduated in 1886. He went to Brazil in 1889, where he organised an exhibition. After a short period there, he went to the United States and settled down in Chicago. 1899 he got the approval as a foreign architect, in the United States to work professionally.
1903 he went to Mexico, where he worked on several churches, "Templo Expiatorio". Then he was invited by Díaz to construct the Palacio de Bellas Artes and the Palacio Postal in Mexico City. Some of the planning work was completed in the studio of Frank Lloyd Wright. The Postal Palacio was completed in 1907.
Because of the Mexican he could not finish Palacio de Bellas Artes . 1916 he went back to Italy, where he managed the project of the new theatre of Ferrara and instructed his brother Sesto to finish it. Some elements of this theatre are reminiscent of the Mexican National Theatre in the Palacio de Bellas Artes.
